Oregon Tech proudly announces the appointment of two key university executive leadership roles: Dr. Neslihan Alp has been appointed Dean of the College of Engineering, Technology, and Management (ETM), and Dr. Ruth Claire Black was appointed Dean of Online Learning and Global Engagement.

Dr. Alp brings a wealth of academic and professional experience to her role as Dean of ETM. With a Ph.D. in Engineering Management from Missouri University of Science & Technology and a Certificate in Management and Leadership in Education from Harvard University's Graduate School of Education, Dr. Alp has a strong educational foundation. Her leadership roles, including Vice President for Academic Affairs and Provost at Pennsylvania College of Technology and Dean of the College of Technology at Indiana State University, include strategic leadership and accreditation initiatives, and successful fundraising efforts.

“I am thrilled to become a part of Oregon Tech, a distinguished technical university known for its applied programs and robust industry partnerships,” said Dr. Alp. “I eagerly anticipate collaborating with our accomplished faculty, committed staff, and visionary leaders to propel the College of ETM to new heights. Together, we will embark on an exciting journey of progress and innovation.”

Dr. Alp's contributions extend beyond administrative roles to serving as a Program Evaluator for the Accreditation Board for Engineering and Technology (ABET) and Middle State Commission on Higher Education (MSCHE). She is also recognized as an American Society for Engineering Management (ASEM) Fellow.

Dr. Black, the new Dean of Online Learning and Global Engagement, brings extensive experience in online education to Oregon Tech. With her prior roles as Department Chair of the Master of Science in Digital Health Leadership at Imperial College London and Executive Director of Online Innovation and Online Education for the California State University System, Dr. Black has a proven track record in leading successful online program initiatives.

“The most rewarding part of working with online courses and programs is being able to extend the reach of the institution to students unable to come to campus,” said Dr. Black. “I am excited to expand course, program, and certificate options to new communities of learners and to begin to offer extended education options to students looking for short courses and professional development opportunities.”

Dr. Black's academic and research interests include developing professional identity, enhancing student retention, and ensuring student success and satisfaction in online learning environments. Holding degrees from prestigious institutions, including a Juris Doctorate from Vanderbilt University and a Doctorate in Education from the University of Southern California, Dr. Black brings a diverse and valuable perspective to her role.

“Oregon Tech looks forward to the leadership and expertise that Dr. Alp and Dr. Black will bring to their very important roles,” said Oregon Tech President Nagi Naganathan. “These appointments mark a significant step forward in the university’s commitment to institutional excellence and innovation.”

Both deans are based in Klamath Falls.
