Risk Assessment

This portion of the scope of work identifies how the campus lead will prepare the Steering Committee for the Risk Assessment phase of the plan development process.

Task 7: Attend OPDR Work Session: Risk Assessment

The second plan development work session OPDR will hold will address the risk assessment section of the Oregon Tech NHMP. This training will be held in conjunction with the University of Oregon InfoGraphics Lab. The InfoGraphics Lab specializes in geographic information systems (GIS) and combined with the University of Oregon Emergency Management program, has done pioneering work in the field of risk assessments. The InfoGraphics Lab has been contracted through this grant to provide technical support, basic campus spatial databases and hazard mapping were possible.

 

The campus lead will leave the work session knowing how to lead the Steering Committee through the risk assessment process. OPDR staff will also discuss risk assessment methodologies, common risk assessment barriers and ways to deal with them. At this meeting, OPDR will provide the Risk Assessment section of the framework to the campus lead.

Task 8: Draft Risk Assessment Section

The campus lead will be responsible for making the first draft of the Risk Assessment. A risk assessment provides the factual basis for activities proposed in the mitigation strategies to reduce losses from identified natural hazards. The campus lead should use the framework provided by OPDR for consistency and to ensure FEMA requirements are being met. The campus lead will likely not be able to complete the entire Risk Assessment but should be able to complete the hazard histories, causes, characteristics, locations and extents. The campus lead should note areas where the Steering Committee should provide input.

Task 9: Steering Committee Work Session #2

The campus lead will use the Community Training Manual, Campus Planning Memo and materials from the OPDR Risk Assessment work session to establish an agenda, presentation and homework for the Steering Committee. OPDR will provide a presentation that the campus lead can use in preparing for this meeting. The campus lead should have these meeting materials out prior to the actual meeting and should ask the Steering Committee to review and provide input where appropriate on the draft Risk Assessment. This meeting is an opportunity for the Steering Committee to hear about and discuss the current risks and vulnerabilities throughout the campus.

 

When the campus lead has made the edits suggested by the Steering Committee, they will forward it to OPDR for review to ensure the plan meets all FEMA requirements. OPDR will review and, if necessary, provide recommendations on edits to the Risk Assessment and return it to the campus lead prior to Steering Committee Work Session #3.

 

At this work session, the campus lead will also present the reviewed Campus Profile for approval by the Steering Committee.
