Plan Maintenance and Implementation

This portion of the scope of work identifies how the campus lead will draft and lead the Steering Committee through the Maintenance and Implementation section of the NHMP.

Task 13: Attend OPDR Work Session: Maintenance and Implementation

The campus lead will attend the fourth and final OPDR plan development work session. At the work session, OPDR will address how to craft maintenance and implementation strategies to ensure the plan will be implemented. The campus lead will learn about common pitfalls in both the implementation and maintenance of a natural hazard mitigation plan as well as how to get around them. OPDR will propose a meeting schedule and framework Oregon Tech can use to ensure their NHMP doesn’t lapse and is updated in a timely manner. OPDR will also detail funding sources available for mitigation projects.

 

OPDR will provide the Maintenance and Implementation Framework to the campus lead during this meeting.

Task 14: Draft Maintenance and Implementation Section

The campus lead will draft the initial Maintenance and Implementation section of the Oregon Tech NHMP. This section’s purpose is to ensure the Oregon Tech NHMP will be implemented, maintained and, when appropriate, updated. The campus lead should use the Maintenance and Implementation Framework provided by OPDR while drafting this section of the plan.

Task 15: Steering Committee Work Session #4

Work Session #4 will be the final work session with the Steering Committee before submitting the Oregon Tech NHMP to FEMA for review. At this meeting, a plan for implementation and maintenance and a schedule of future meetings must be established. Final comments and a wrap-up will be presented.

 

Using Community Training Manual, Campus Planning Memo and information from the OPDR Maintenance and Implementation work session, the campus lead will create an agenda, presentation and any homework for the Steering Committee. OPDR will provide a presentation that the campus lead can use in preparing for this meeting. The Steering Committee should review and provide input on the draft Maintenance and Implementation section.

 

When the campus lead has made the edits suggested by the Steering Committee, they will forward the Maintenance and Implementation section to OPDR for review to ensure the plan meets all FEMA requirements. OPDR will review and, if necessary, make recommendations on edits to the Maintenance and Implementation section and return it to the campus lead.

 

At this work session, the campus lead will also present the reviewed Goals and Action Item section for approval by the Steering Committee
