Getting Started

This portion of the scope of work identifies how Oregon Tech will convene the Steering Committee for the first part of the plan development process, “Getting Started.” Campus involvement is also discussed in this portion of the scope of work, as public involvement is required by FEMA as a part of the natural hazards mitigation planning process.

Task 3: Draft Campus Profile Section

Using the campus data sources, the campus lead will create a draft Campus Profile. This profile will follow the Campus Profile Framework given to them by OPDR. It is unlikely that the campus lead will be able to completely fill out the campus profile at this time, and will need to rely on the expertise and input of the Steering Committee.

Task 4: Determine Outreach Strategy

The campus lead should create a list of potential outreach strategies as well as develop the intended goal of the public outreach (what information should be provided to the campus and community). These strategies will then be presented to the Steering Committee for approval at Steering Committee Work Session #1.

 

Potential outreach strategies include:

 

  • Post information on the Risk Management website
  • Stakeholder interviews with Oregon Tech staff
  • Informational forums
  • Informational flyers
  • Press releases to local media
  • Posting draft plan sections for review and comment

Task 5: Steering Committee Work Session #1

Using the Oregon Pre-Disaster Mitigation Program (Community Training Manual) and the Campus Planning Memo provided at as a template, the campus lead will develop campus-based training materials. These materials should include an agenda, a presentation and the draft Campus Profile. OPDR will provide a presentation template the campus lead can use in preparing for this meeting. These materials should be prepared prior to each work session to ensure that the Steering Committee members have adequate time to review them.

 

The first work session with the Steering Committee will introduce the planning process, discuss the purpose of natural hazards mitigation and describe the expectations of the committee members throughout the duration of the update. The Campus Profile of the NHMP will be presented at this meeting for discussion and review by committee members. Members will have already received the meeting materials and will receive homework to be completed prior to Work Session #2 at the end of the meeting. This homework should be to review and provide input where necessary on the Campus Profile.

 

When the campus lead has made the edits suggested by the Steering Committee, they will forward it to OPDR for review to ensure the plan meets all FEMA requirements. OPDR will review and, if necessary, make recommendations on edits to the Campus Profile and return it to the campus lead prior to Steering Committee Work Session #2.

Task 6: Implement Outreach Strategy

The campus lead will be responsible for implementing the actions listed within the Campus Outreach Plan after Steering Committee Work Session #1. These actions will likely take months to complete, which the timeline of this task reflects.
